are recovering in oakland after being shot hours from each other. the latest shooting happened around 8:00 last night. our media partner reports the teen is in critical but stable condition. a 17-year-old student jogging near fremont high school was shot not leg but will be okay. the principal says counselors will talk to students about coping with violence in the community. no arrests in either shooting so far. >> the oakland first friday art festival starts with changes after the deadly shooting of a high school senior. businesses and organizers are discussing ways to improve safety. the event starts at 5:00 and ends at 9:00, an hour earlier. extra police and private security will be on patrol. the size of the venue has been reduced from a dozen blocks to five blocks. performances are focused around "healing." >> the fremont police department has announced plans for a gun buyback program march 16. a donation by a private citizen allows them to host the buy back for residents and will be held at the fremont fire training facility on stevenson boulevard. the money to be offered was not provided

to murder her boyfriend. this timeline. oakland high school 50 kron four is uncovering new shooter - jeremy goulet - as a career criminal.who repeatedly looked into victim's windows. here's a timeline of his run-ins with the law. goulet was cited twice in peeping. once in 1999 and once in 2000. fast forward to 2006 in goulet was accused of raping two different women while serving in the military. goulet was not charged in one year later.in 2007.goulet was arrested in portland, oregon on a seriespolice say goulet was peeping on a woman while she was showering. he's accused of removing a screen in the window, and the blinds. goulet had a gun on him during the incident. then in august of 2012 in goulet was arrested for peeping and prowling on a male victim. goulet was charged with public intoxication last friday. but earlier that night.a co- worker says goulet made toward her at her home. he was fired the next day.and detectives were investigating the unwanted sexual advances on tuesday new tonight at 8-- details. that some of goulet's past crimes happened while he served in the united states

this morning against the oakland unified school district police department. the lawsuit is on behalf of a district police sergeant who claims he's being retaliated against for telling the truth about corruption within the department. nbc bay area's investigative unit spoke exclusive with the sergeant about what he says happened the night 20-year-old brown was shot and killed back in january of 2011. his partner fired seven shots at brown after brown allegedly tried to stab him with a screwdriver. he says the investigation into that shooting was not handled properly. his attorney says police protocol is to question officers separately. instead school official its tried to pressure him into matching his story of what happened that night to the other story. the lawsuit points to a second round of shots fired at brown that he felt were necessary. he did not fire his own gun because the first round of shots incapacitated the suspect. >> do you consider yourself a whistle-blower? >> yes, i do. >> how been repaid for that? >> with hell. >> belusa says he reported officers drinking while on
